A certificate covers one specific model, its measuring input and its class rating, not everything a manufacturer sells. A supplier can hold NMI approval on one meter but not on all meters within that product range. This is why a list needs a certificate number attached to each model rather than a general claim about the brand.
The class rating on a certificate sets the accuracy the meter must hold in service, and a 0.5S rating is tighter than a Class 1 rating. Using a meter outside its certified class for a billing application is a compliance risk rather than a technicality.
A certificate can move from current to grandfathered, expired, withdrawn or cancelled as models are superseded. A meter approved years ago is not automatically still approved today, which is why the status column matters as much as the certificate number itself.
An application before the National Measurement Institute (NMI) does not confer approval, however far along it is. Until a certificate is issued and shows a Current status, the meter cannot be used where NMI approval is required.
Data sheets, marketing copy and even an installer’s word are not proof of approval. The National Measurement Institute’s own register is the single source that counts and it is free for anyone to search.

It depends on the installation and its regulatory context, so this is worth checking against current requirements rather than assuming either way. An expired or grandfathered certificate no longer represents live approval, so it should not be relied on as proof of current compliance.
It specifically covers legal trade and revenue metering accuracy, which is what billing and NEM settlement rely on. A meter can be excellent for general monitoring or power quality work without ever needing, or holding, NMI approval.
